Plans: For Hurricane Maria, USACE utilized a Debris Planning and Response Team to coordinate the debris removal response (e.g. how many trucks to send where). This FOIA requests access to written plans developed by the Debris Planning and Response team in response to Hurricane Maria.

Memorandums/Completion documents - Each municipality receiving USACE assistance for debris removal signed a memorandum or completion document, visible at the following two links. In relation to the planning documents: Unfortunately, I do not have a plan title to offer. However, I can share the attached which outlines USACE planning structure. In this document, illustrates the availability of planning information on the coordination of the trucks/prioritization of clearance routes but also easements for temporary stockpiling of debris and easements for debris collection/reduction/disposal operation. Additionally, USACE has pre-developed "district plans" for their Planning and Response Team, as well as all-hazard contingency plans - see highlights in attached (1-6 through 2-3; page 3-5; page 3-22).

Completion documents: I would like access to the completion documents for every municipality which received USACE aid for debris clean-up post Hurricane Maria. Thank you for working to complete the FOIA request #24-0122. I am reaching out because I have a follow-up question regarding the documents shared upon completion of the search. In my request, I was seeking "Memorandums/Completion documents" for each municipality which engaged in debris removal via USACE. While documents entitled "closeout" shared from the resulting search speak to debris removal, only three of those (Yabucoa, Rio Grande, and Trujillo Alto) correspond to the memorandum's in which municipalities sign-off on the physical completion document (example document from search titled: Rio Grande Physical Completion 22 Oct 18_r). I know there are more municipalities that signed this document (see formerly provided link: https://www.sad.usace.army.mil/Media/News-Releases/Article/1457996/corps-adds-more-last-pass-dates-for-puerto-rico/). Would it be possible to take another look and try to find the memorandum/completion documents corresponding to this full list? Or otherwise, indicate that these documents could not be found within the initial search?
