I was seeking copies of :
1. The contract between IBSS and the Drug Enforcement Administration for the hiring of contractors for handling FOIA on behalf of the Department of Justice
2. A copy of the Code of Conduct, for IBSS contractors working for the Drug Enforcement Administration.
3. The total spending with IBSS for 2020, and 2021, thru the date of the request.
The requester is a member of the news media and seeks costs waived as the disclosure is in the public interest.
VAUGHN Index Requested for any materials cited for exemption.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Inter Alia
In an arbitrary and capricious fashion in the opinion of the requester, the DEA has attempted to engage in 18 U.S.C 2261a via unnecessary electronic communication about fabricated exemptions. Under the 5 U.S.C 552 statute these exemptions do not apply to the information requested.
Due to the necessity of treating the DEA FOIA as a 'Hostile Witness' I am hereby requesting that that the DOJ OIP issue a 'consent decree' to the DEA in relation to this type of infamous, disgraceful, conduct prejudicial to government which wastes time as many of these requests that are coming forward for second round appeals have been on 'remand orders for search'. The OIP has already made determinations in relation to information being 'in the states interest' for search and production.
I would also like to remind everyone that the DEA General Counsel has plead publicly that the FOIA offices is having 'morale' issues and requested a 1-year detail to help alleviate corruption.
I would also like to point out the DEA GIS are further engaging in corruption by failing to provide the scope of the completed search in the response letters. These letters are bereft of information in relation to the number of pages of responsive records located and being 'subject to falsification of exemptions for unnecessary appeal discourse'. The letters are being sent out in Microsoft Word format in lieu of Adobe PDF which is a security issue. The OIP has the power to review the records and vet the statements made by the DEA as does the OGIS, OIG, and the FBI.

I felt the pace at which the FOIA was being handled was in 'waste, fraud, abuse.'
The agency has been subject to repeated polling and is unable to comply within the statuate.
Passing this information along as a courtesy as the potential mismanagement of 4 million dollars in spending I would feel is meritorious for inspection.
