Pursuant to the Freedom of Information Act, I hereby request the following records:
Any documents (statements, applications, forms, etc) related to the disclosure of organizational or personal conflicts-of-interest that consulting firm ICF submitted in association with contracts it was awarded between January 1, 2020, and the date the search is conducted.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good afternoon. I apologize for the delay in response. I have sent two emails to you (March 28 and May 6) seeking clarification to your request. I have uploaded these emails, for your reference.
Using the information provided in your FOIA request, we attempted to locate responsive records. Unfortunately, you have not reasonably described the records you are requesting. We respectfully request that you clarify the records you are seeking. Such clarifying information includes contract numbers, and so on.
The processing timeframe for completing your FOIA request stops until clarification issues are resolved. 49 C.F.R. § 7.35(a).
