This is a request under the Freedom of Information Act. I hereby request the following records:

Materials relating to or mentioning the Interagency Telephone Laboratory (ITL), FBI's involvement with it and the FBI's role as its Executive Agent. The existence of the ITL and FBI's role has been previously disclosed by the Bureau and by CIA in documents such as CIA-RDP88G01332R001301560003-3. The ITL was part of the Security Committee (SECOM), per CIA-RDP88G01332R001301560003-3, and your Agency was part of SECOM, per CIA-RDP87T00623R000300070002-6. These documents may be found on CIA's public website.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

timeframe, location and what type of materials you are referencing in your

It should be noted that the U.S. Army Intelligence and Security Command is
authorized to act on requests for intelligence and security records, foreign
scientific and technological records, intelligence training, intelligence
threat assessments and foreign liaison information. The information you are
seeking may fall under the purview of the National Security Agency (NSA),
Central Intelligence Agency (CIA) and the Federal Bureau of Investigation
(FBI).

The request is not too broad, it is well restricted by topic - organizing materials and materials produced by and for the Interagency Telephone Laboratory. Your request for a "location" is inapplicable, and your demand that I limit it by time frame is not consistent with either the statute or caselaw. Further, your suggestion that the documents are with another agency is inapplicable. Not only have I filed requests with the agencies cited, I cited documents which make it clear that there is a good reason to believe that INSCOM has responsive documents - namely it's participation in SECOM, of which the Interagency Telephone Laboratory was part of.
