Pursuant to the Freedom of Information Act, I hereby request the following records:

Any record—including emails, reports, contents of hotline calls, investigation reports, internal memos, complaints submitted to the OIG or bulletins the OIG has distributed—pertaining to internal mail theft believed to be occurring in Detroit, Michigan between the dates of April 1, 2022 and August 1, 2024.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Ms. Heberg:

This acknowledges receipt of your Freedom of Information Act (FOIA) request to the U.S. Postal Service Office of Inspector General (OIG) for records related to complaints of internal mail theft in Detroit, Michigan between April 1, 2022, and August 1, 2024.

However, we are unable to conduct a search for responsive records without all applicable ZIP codes you wish us to search against.

Once this information is received, we will create a FOIA request and begin searching for responsive records.

Due to the large volume of investigations conducted by the USPS OIG, it is the standard practice of this office to provide a spreadsheet of all investigative work which falls within the parameters of the request. This allows us to provide releasable information in a timely manner. Otherwise, the only way to establish whether an investigation is responsive to a specific request is to review each file individually.

I imagine that the USPS OIG is already aware of the ZIP codes that make up the City of Detroit, but per your request I am resending my original request with a list of the ZIP codes within Detroit.
