Pursuant to the Freedom of Information Act, I hereby request the following records:
All case files and investigation files related to the murder investigation of Shirley Ann Cary, a State Department employee, who was murdered on January 9, 1965, in Washington, D.C. by Walter Lee Parman.
All correspondence regarding the case, including but not limited to letters, emails, memos, and other forms of communication between law enforcement agencies and other relevant parties.
All recordings associated with the case, including audio, video, and any other recorded material.
To assist with locating the requested records, the details of the case are as follows:

Date of Incident: January 9, 1965
Location: Washington, D.C.
Perpetrator: Walter Lee Parman
If there are any fees for searching or copying the records, please inform me of the cost before processing my request. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public's understanding of the case.

Dear Mr. Isaac,
This is in response to your Freedom of Information Act request dated
6/21/2024 for records relating to the murder investigation of Shirley Ann
Cary. Your request was received in this office, A2 Textual Reference, on
the date of 6/27/2024 and assigned FOIA case number 24-53045.
We located case files within Record Group 60: General Records of the
Department of Justice for Walter Lee Parman using the Criminal Division General
Name Index Files, 1930–1984 <https://catalog.archives.gov/id/23062753> (RG
60, Entry UD-WW 3152). The first is file number 126-16-25.The second file
number is 95-16-2577. After searching available finding aids, we were
unable to locate the files within the National Archives.
These records are most likely still within the custody of the Department of
Justice. We recommend contacting the Department of Justice’s Office of
Information Policy to request these documents within a separate Freedom of
Information Act request. More information is located here:

We also searched the Department of State’s Name Index
<https://catalog.archives.gov/id/581008>,1964-1966 (RG 59, Entry A1 5024)
for Shirley Ann Cary, but we did not locate responsive records. We also
checked the Department of State’s Subject-Numeric files for personnel files
under the filing code PER Cary, Shirley Ann, but we did not locate
responsive records.
The National Archives at College Park holds nearly 70,000 cubic feet of
investigatory case files of the Federal Bureau of Investigation, covering
records created and maintained from roughly 1896 to 2001 in Record Group
65: Records of the Federal Bureau of Investigation. While the National
Archives has accessioned many Federal Bureau of Investigation case files,
they are not easily searchable.
Before a search can be made for FBI files responsive to your inquiry, first
you must submit a Freedom of Information Act (FOIA) request directly to the
FBI requesting: 1) Responsive files that remain in their (FBI’s) custody,
and 2) File designations (case file numbers) for records transferred to the
National Archives.

If the FBI provides you with file designations for records transferred to
the National Archives, you should then submit a FOIA to NARA so that we may
conduct a search. Please note that even if the records are in NARA’s
custody, they may not be available for immediate public use. The FBI case
files that we hold are arranged by case number; they are not name or
subject searchable. With the case numbers, we are then able to verify if a
file is in our custody and available for access. FBI case file designators
typically are in the form of ##-AA-####. This is the number that NARA
requires to access FBI records.
Nearly 25% of our FBI holdings are classified; a total of 78% of Record
Group 65 series have access restrictions. Once you have the file
designations provided by the FBI, please provide that information to NARA’s
Special Access and FOIA office so that we may review the material. We have
cc’d our Special Access and FOIA Office (specialaccess_foia@nara.gov), who
will provide a separate response.
Federal court records are generally held in Record Group 21: Records of the
U.S. District Courts and held by the National Archives regional facilities.
Records of the proceedings are usually among the records of the U.S.
District Courts in which the proceedings took place. These records are
arranged numerically by court case number. You may contact our regional
branches for access to those records. You can read more about the records
and see which facility holds records of a particular court at
https://www.archives.gov/research/court-records.
We also recommend you request records of the investigation from the
Washington, DC Metropolitan Police Department: https://mpdc.dc.gov/
This concludes the processing or your request. We do not consider this
response a denial under the Freedom of Information Act because the records
in our custody do not include the information you requested. If you are not
satisfied with our action on this request, your options for appeal and
dispute resolution are attached.
