Any and all available policies, procedures, directives, memorandums, and any other guiding materials regarding requests for leaves of absence without pay and approval or rejection thereof for veterans and disabled veterans in the employ of this agency.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Specifically, you requested:
Any and all available policies, procedures, directives, memorandums, and any other guiding materials regarding requests for leaves of absence without pay and approval or rejection thereof for veterans and disabled veterans in the employ of this agency.
The Research, Education, and Economic (REE) Policy & Procedures (P&P) 402.6.v.2-REE, Leave Administration, dated January 13, 2012, can be found on the Administrative and Financial Management website at: https://www.afm.ars.usda.gov/ppweb/PDF/402-6.pdf. The Agricultural Research Service (ARS) has not updated REE P&P 402.6.v.2-REE to reference changes implemented by the Wounded Warriors Federal Leave Act of 2015, although the P&P does address other expanded military/leave entitlements. The U.S. Department of Agriculture, Departmental Management (DM), has not provided official guidance; however, DM is currently working on a Draft Departmental Manual, which has been circulated for comment.
ARS received and references information from the Office of Personnel Management (OPM) concerning the Wounded Warriors Federal Leave Act. This information is posted on the OPM website under their Pay & Leave Reference Material found at: https://www.opm.gov/policy-data-oversight/pay-leave/reference-materials/compensation-policy-memoranda/#url=2016. CPM 2016-10, Disabled Veteran Leave, directs readers to the Chief Human Capital Officers Council website where the Memorandum and attachments have been posted.
