To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Any and all agreements, including all amendments, restatements, memorandums of understanding, and any other documents that constitute an agreement or promise, by and between the Federal Transportation Administration (FTA) and any of the following entities: East-West Gateway Council of Governments; City of St. Louis; University City; or the Loop Trolley Transportation Development District ("Potential Parties").

This request is solely limited to agreements that relate to the responsibilities of any of the Potential Parties under the FTA’s grant award of no more than $25,000,000 for the construction of a 2.2 mile fixed-guideway urban circular called "The Loop Trolley" spanning the City of St. Louis and University City in eastern Missouri. It is the requestor’s understanding that this grant award was part of the FTA’s Urban Circulator Program.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Chad Huber
