Communications

From: Matthew Petti

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

- Copies of training materials provided to military members who are to be deployed or stationed at military bases in Poland, to include all training provided by the Language, Regional Expertise, and Culture (LREC) education and locally developed training materials, to include handouts, brochures, pamphlets, and PowerPoint presentations.
- Reporting instructions for military members who are to be deployed or stationed at military bases in Poland.

Please limit the search to current copies of all responsive documents as of 5 January 2024. I agree to pay fees of $25.00.

If any part of these documents are exempt from disclosure, please be sure to review and release all reasonably segregable nonexempt portions of responsive documents, as the FOIA requires.

I request that I be properly classified as a media requester. I am an investigative journalist who has written numerous articles on topics of public interest for The Intercept, the Asia Times, Responsible Statecraft, the National Interest, Reason Magazine, America Magazine and the Armenian Weekly, and I am requesting these documents in an editorial capacity. Please contact me if you have any questions about my media status.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Matthew Petti

Mr. Petti:

Thank you for submitting your Freedom of Information (FOIA) / Privacy Act
(PA) request. This office received your request (see attached) dated January
8, 2024 on the same day which has been placed in the queue for processing.

Due to unusual circumstances, a response within the FOIA’s 20-day statutory
time period will not be met because of the need for the potential:

1. Search and collection of records from a facility geographically separated
from this office.

2. Volume of records which may be responsive to your request.

3. Consultation with one or more agencies or Department of Defense
components having a substantial interest in the determination or the subject
matter of the records.

One or more of these scenarios listed above would likely apply to your
request. Therefore, this office is granted an extension of ten days’
response time provided by the Department of the Navy FOIA/PA regulations 32
CFR §701.8(g)(2).

Please direct questions to the FOIA Service Center regarding the actions
taken to process your request by phone (202) 685-0412 or via email
