Pursuant to the Freedom of Information Act, I hereby request the following records:

All operational manuals, user guides, and similar training information for the Intelligent Mail Device (IMD), Mobile Delivery Device (MDD), and/or the POS ONE system provided to mail carriers and Post Office employees.

The scope of this request includes, but is not limited to:

- The Intelligent Mail Device (IMD) User Guide, which is referenced in the USPS publication "Handbook PO-610", where it is described as "available on the Business Mail Acceptance Web site at http://blue.usps.gov/bma (under “Important Links,” click on MAPs, Job Aids, User Guides; expand the heading “PostalOne! User Guides”; and click on Full-Service Intelligent Mail Device (IMD) User Guide)."
- The POS ONE Procedure Guide, which is also referenced in PO-610 as "available at http://rse2/POSONE//files/training/ncr/NCR_R61.0_POPG_v1.00.pdf",
- The NCR POS ONE Procedures Guide (most recent version) available at the POS ONE Web site, referenced in the USPS publication "Handbook F-101 Revision: Updates to Support POS ONE Software Release 38.0 (Enhancements to POS Closeout and Financial Differences)" (at https://about.usps.com/postal-bulletin/2009/pb22266/html/updt_009.htm), which gives these instruction for accessing it:
"a. Go to http://eagnmnsxfb0/posone/.
b. Under “User Information”, click Training.
c. Click NCR POS ONE Training Links and Online Guides."
- Any similar user guides, procedure guides, operational manuals for the Mobile Delivery Device, as well as any other similar materials pertaining to the IMD and POS ONE.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mrs. Popovs:

This responds to your Freedom of Information Act (FOIA) request dated September 14, 2021, in which you seek access to Postal Service records. Specifically, you requested:

All Operational manuals, user guides and similar training for:
POS ONE system provided to mail carrier and Post Office employees

Based on your description of records sought, a search was conducted of the files maintained by Retail Operations at Postal Headquarters. The Postal Service has a general record retention of seven (7) years and the records that you have requested are no longer available. In addition, the Postal Service no longer uses POS One technology. Therefore, despite a diligent search, we are unable to locate any records that would be responsive to your request.

If you are not satisfied with the response to this request, you may file an administrative appeal within 90 days of the date of this response letter by writing to the General Counsel Postal Service 475 L'Enfant Plaza SW Washington, DC 20260 or via email at FOIAAppeal@usps.gov.<mailto:FOIAAppeal@usps.gov> Your appeal must be postmarked or electronically transmitted within 90 days of the date of the response to your request.
