All emails sent to or received by Scott Pruitt from Larry Starfield (Acting Assistant Administrator for the Office of Enforcement and Compliance Assurance) mentioning or related to the use of methyl bromide in the Caribbean and/or Puerto Rico. All emails sent to or received by Scott Pruitt from addresses ending in "@epa.gov" mentioning or related to the use of methyl bromide in the Caribbean and/or Puerto Rico. Please include all attachments.

In order to help to determine my status to assess fees, you should know that I am a journalist writing for Motherboard, VICE's technology and science site, and that this request is being made as part of news gathering.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. They will be used in the course of my reporting for Motherboard (www.motherboard.vice.com).

In the interim please note that EPA's Office of the Administrator has experienced an unprecedented increase in FOIA requests. In the eight months following the Presidential Inauguration the Office of the Administrator received 921 FOIA requests compared with 155 requests for the same time period last year. Many of these requests are complex, voluminous, and require significant resources to process. Consequently, there are substantial delays in the processing of pending FOIA requests.

FOIA requests are processed on a first-in, first-out basis; EPA is particularly focused on requests left over from President Barack Obama's Administration and requests that have been granted expedited processing.
