Pursuant to the Freedom of Information Act, I hereby request the following records:
The Official Military Personnel File (OMPF) including all Fitness Report and Counseling forms (NAVPERS Form 1610/2), the most recent Cumulative Record of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), history of assignments (NAVPERS Form 1070/605) , military awards and citations, military education/training courses and Form DD-214, for Patrick Thomas Toohey. Mr Toohey has claimed publicly to have served in the United States Navy as a commissioned officer achieving the rank of Captain pay grade O-6 with 25+ years of experience.
Please redact any sensitive information protected in accordance with the Privacy Act of 1974.
Patrick Toohey recently served as corporate director of Advanced technology Special Operations programs for defense contractor Northrop Grumman Corporation which does extensive work for the U.S. Government funded by US taxpayers. Previously Mr Toohey served as an executive/vice president for govt relations with Blackwater USA, a private security company currently renamed Academi. Mr Patrick Toohey has also served previously as a staff member supporting the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction - established by Executive Order 13328 and signed by President George W. Bush on February 6, 2004.
There is a need to inform the public of his background experience.
