Pursuant to the Freedom of Information Act, I hereby request the following records:

All communications by the government of the State of New York with regard to tolling authority through the Value Pricing Pilot Program.

Of greatest interest is any communication which refers to New York State's consent as part of the tolling authority, including those which refer to withdrawal or withholding of consent.

Specific scope is the following:

Recipients may have included Administrator of the FHWA as well as Office of Innovative Program Delivery;
Senders would be from the office of the Governor of New York State or the New York State Department of Transportation;
Dates from the start of January 2023 to the end of June 2024;
Phrases potentially responsive to search would be "Value Pricing Pilot Program", "Congestion Pricing", "Central Business District Tolling Program", "Congestion Relief Zone."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
