The amount of money allocated by NIST to fund the National Vulnerability Database (NVD) (reference: https://nvd.nist.gov/) for the 2023 and 2024 calendar years. This includes personnel, materials, computers, and applicable expenditures such as travel.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I made the exact same request in 2020 asking for the 2019 budget, using the same wording. Please refer to DOC-NIST-2021-000269. The response from NIST was essentially one line saying "RESPONSE: $6,066,924.85". The estimate at that time was that the search was behold threshold and no fees were estimated. Ultimately that was correct and no fees were required. Can you please explain why, four years later, the same search is now estimated at $560?

I will be appealing this based on the fee estimate, which seems ridiculous for what is ultimately 1 or 2 pages of text response. This is based on prior FOIA requests asking for the same information in 2005 and subsequent years, to NIST and other agencies.

I am writing to appeal a recent FOIA request, designated DOC-NIST-2024-000134. This request is asking for the budget for one program managed by NIST, specifically the National Vulnerability Database (NVD). The original request was made for:
"The amount of money allocated by NIST to fund the National Vulnerability Database (NVD) (reference: https://nvd.nist.gov/) for the 2023 and 2024 calendar years. This includes personnel, materials, computers, and applicable expenditures such as travel."
My request is/was essentially for a single dollar amount for that program. I have made the same request to NIST before and received the information without needing payment. I have made similar requests to several other government agencies, all of whom replied with the information and did not require a fee. The information I am seeking will be made public and used in amateur journalism. As a 28 year Information Security veteran with hundreds of blogs covering the CVE/NVD ecosystem, the information I publish is shared widely and heavily referenced.
Please reconsider my request. Attached are the relevant responses from NIST.
