To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

The NIST hosts the radio stations WWV and WWVH, as well as a Telephone Time-of-Day service. When these stations undergo outages, the NIST publishes relevant outage metadata at the following URLs:

https://www.nist.gov/pml/time-and-frequency-division/radio-stations/wwv/telephone-time-day-service
https://www.nist.gov/pml/time-and-frequency-division/radio-stations/wwv/wwv-and-wwvh-broadcast-outages

Please provide records of any internal documentation for outages that occurred in 2019, including notes, "post mortem" reports, and related emails or materials. Responsive documents would cover investigation/troubleshooting, fix, root cause, etc. of the outages. It is reasonable to assume that with such detailed public metadata, so too does detailed reporting of these 2019 outages exist. If there are multiple responsive documents such that fulfilling this request would be an unrealistic burden, please limit this request to final reports that most comprehensively report each outage.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Alex Guichet
