Pursuant to the Freedom of Information Act, I hereby request the following records:
All information, analyses, summaries, assessments, email threads, or similar records included in National Security Correspondence related to the drafting of the May 2013 publication on the Whitehouse.gov website of a "drone playbook fact sheet." The formal name of this document is: "U.S. Policy Standards and Procedures for the Use of Force in Counterterrorism Operations Outside of the United States and Areas of Active Hostilities." This document was a carefully crafted public statement regarding drone use by the Obama administration. Please be sure to include a search of pre-publication emails that transmitted all fact sheet drafts (including as attachments) before it was published.

In order to limit the scope of this request, please limit the time range for relevant documents from January 20th 2009 until the date in May 2013 when the fact sheet was published. In order to expedite this request, documents related to the 2013 to 2016 battle to release the "Presidential Policy Guidance (PPG)" memo need NOT be part of this request.
