From: Todd Shepherd
To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
The scheduling calendar for the Director John H. Thompson, Robin J. Bachman of the Policy Coordination Office, Associate Director for Economic Programs Ron S. Jarmin, Associate Director for Demographic Programs Enrique Lamas, and Associate Director for Decennial Census Programs Lisa Blumerman, for the dates Nov 1, 2016 to April 14, 2017.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
I hereby request a waiver of both search and duplication fees. I believe I am entitled to a waiver of these fees because I am a member of the news media, and am credentialed by the press galleries of the U.S. House of Representatives and U.S. Senate. The Washington Examiner has regularly reported and published news since its founding in 2005. The Examiner’s weekly magazine is distributed in the District of Columbia and surrounding areas, with a circulation of approximately 45,000 copies. Additionally, WashingtonExaminer.com reaches an internet audience of approximately 200,000 people daily, with that audience sometimes reaching above 400,000 or 600,000 readers in a day. The information I am seeking is not primarily in my commercial interest.
My request concerns the operations or activities of government because the calendars will allow the public to have an understanding of how these top Census officials have used their time, for the dates sought, to further the activities and interests of the Census Bureau.
Also, the information sought has informative value, or potential for contribution to public understanding. Please note the decision in Elizabeth Eudey v. Central Intelligence Agency, 478 F. Supp. 1175 1176 (D.C.D. 1979) (even a single document has the potential for contributing to public understanding). I plan to disseminate this information to the public at large in the following manner: If the information has immediate news value, I will publish the documents at washingtonexaminer.com.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Todd Shepherd
