Pursuant to the DC Freedom of Information Act, I hereby request the following records:

I would like to obtain all emails sent to, from, or copied to Phil Mendelson from January 1, 2015 to Present day containing any of the following non-case-sensitive key-strings: "EB-5", "EB5", "Regional Center", or "USCIS".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Hi Taylor,

My office has been diligently working on the request you submitted for "all emails sent to, from, or copied to Phil Mendelson from January 1, 2015 to Present day containing any of the following non-case-sensitive key-strings: 'EB-5', 'EB5', 'Regional Center', or 'USCIS'." It turns out the responsive emails total 809 pages and include around 150 attachments. Most of the pages in the emails are parts of commercial mass mailings, Council notices, media advisories, and in a couple of cases, lengthy ravings from a troubled person. The attachments, likewise, are mostly included with these emails; many are Council notices of legislation now available to the public and PDFs of media advisories. The phrases that seem to pull the most up are "regional center" and "USCIS", but "EB-5" and "EB5" are also pulling up mass mailings.

Based on your original request, these documents are responsive and you are entitled to them once any redactions for exemptions or privileges pursuant to DC Code 2-534 are made. However, I think it would make things easier for both of us if you could provide a subject matter scope. It can be as to a topic generally or eliminate types of emails. We can go back and forth to come up with a search you approve.
