Pursuant to the Freedom of Information Act, I hereby request the following records:
Detailed documents outlining Information Operations (IO) exercises undertaken between the years of 1992 and 1999. Some of these exercises may include the terms “prosperity games” and should include any detailed findings from these exercises. Please also include any planning and briefing material, which may also include recorded audio video, briefings, powerpoint slideshows, text documents or handwritten notes.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

While processing your FOIA Request (please see attached) we have determined that your request is too broad, and we are unsure which agency is your request meant for. The term "Information Operations exercise" is believed to be a military term and may be under DOD. Please advise which agency your request is intended for and clarify what exactly it is you're seeking. If you have any questions, please rely them to me.

I am searching for DoE's participation in any inter-agency cybersecurity test, particularly where the DoD may have been involved in some way which took place during the timeframe provided. The term "prosperity games" may be used as well, but I believe this would have only been used in communications with DoD.
