Documents, notes or memos relating to the export control license approval process, including ITAR (International Traffic in Arms Regulations) and/or EAR (Export Administration Regulations), for U.S. defense contractor Raytheon to sell cyber security services, data analytics, data interception and/or intelligence-collection software and hardware products to United Arab Emirates government agencies, including the National Electronic Security Authority (NESA), Ministry of Interior (MOI), Signals Intelligence Agency (SIA) or Telecommunications Regulatory Authority (TRA).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing the decision on the grounds that the release of the information is in fact in the national interest. I am also reminding the agency of the need to identify the specific harm that would result from the disclosure, as defined by the 2016 FOIA Improvement Act (referenced brief: https://www.rcfp.org/wp-content/uploads/2019/08/2019-08-07-Filed-Amicus-Br-Machado-Amadis-v.-Dept-of-Justice.pdf).
The disclosure of this information is in the public interest due to the United Arab Emirates track record concerning human rights and digital espionage, including against American citizens, as reported by Reuters in an article titled "Project Raven." It is important the public understand how U.S. companies may or may not be facilitating actions that could endanger privacy and civil liberties of both Americans and foreigners.
In addition, the disclosure is important due to the U.S. government's increasingly important relationship with the UAE government; as a partner in the Middle East on numerous initiatives. U.S. foreign policy in the region is highly influenced by the UAE royal family, which is empowered by American contractors. The U.S. has multiple military installations in the country. Information pertaining to Raytheon's role in the kingdom is vital to helping the public understand the geopolitical situation in the region.
