Under the provisions of the Freedom of Information Act, 5 U.S.C. § 552, I hereby request access to and copies of all records held by the National Archives and Records Administration (NARA) pertaining to Operation Matterhorn during World War II.

Operation Matterhorn was the codename for a strategic bombing campaign conducted by the United States Army Air Forces against the Empire of Japan. The operation, initiated in 1944, aimed to establish airfields in China that could support B-29 Superfortress bombers in their strikes against Japan.

For the purpose of this request, the records I seek include, but are not limited to:

Official military reports, planning documents, and after-action reviews related to Operation Matterhorn.
Communications, memos, or letters involving military commanders and personnel discussing the planning, execution, and aftermath of Operation Matterhorn.
Any photographs, maps, or other visual materials produced or collected during the operation.
Records of any investigations, inquiries, or tribunals associated with Operation Matterhorn.
Should any portion of the requested records be deemed exempt from disclosure, I request the release of any reasonably segregable non-exempt portions in accordance with 5 U.S.C. § 552(b). If an entire document is exempt, I request a justification, citing specific FOIA exemptions, and provision of an exemption log as per Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973).

Please note your obligation under the law not to destroy any records potentially responsive to this request. Any withholding, redaction, or destruction of responsive records without proper justification constitutes a violation of the FOIA and is subject to litigation, as confirmed in Kissinger v. Reporters Committee for Freedom of the Press, 445 U.S. 136, 150 (1980).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Army Air Forces combat mission reports for the World War II period are
among the textual records in our custody. This series (entry NM-6 7-A)
within the Records of the Army Air Forces (Record Group 18) consists of the
original mission reports pertaining to specific targets. These reports
were filed by the units and sometimes include encounter reports by pilots,
aerial photographs, and loading lists. We have attached a file list of
records we have available for the bombardment groups involved with
Operation Matterhorn within this series. These records are open and
available for use and do not require a Freedom of Information Act request.

Additional records in our custody contain a number of files that include
information on Operation Matterhorn. Since these files are widely
dispersed, we cannot undertake the extensive research necessary to examine
the records and identify the pertinent documents. Our staff can assist
researchers with their work but cannot perform substantive research for
them. We will make the records available in our research room so you or
your representative can examine and select documents for reproduction.

Any photographs relating to Operation Matterhorn will be in the custody of

We searched our finding aides under the term "Operation Matterhorn '',
however we were unable to locate any footage under that term. It is
possible that we have the films that you seek indexed under a
different search term. We do have Army Air Forces films and Army
Signal Corps films for the World War II period. These records are open and

I am writing in response to your Freedom of Information Act request of
5/24/23 for records in the custody of the National Archives and Records
Administration. Your request was received in this office on 6/13/23 and
assigned FOIA tracking number 23-47523.

You requested access to maps, charts, and plans relating to Operation
Matterhorn. While we don't hold records specific to Operation Matterhorn,
we hold two main series of records that might prove useful to your research.

The first series is in our Record Group 18, Records of the Army Air Forces.
We hold a series of World Aeronautical Charts that would have been used at
the time in the planning and execution of offensive bombing missions. These
charts are filed by WAC number, and we'll attach scans for charts 377 and
378, which cover western Japan. We'll also include a copy of the back of
one of the sheets, which includes information on interpreting the chart and
an index with the other WAC numbers. Those charts are open and available
for use; if you visit the archives you can pull them with the citation "RG
18: WAC Charts, [WAC #]." You can see the description for that series

We also hold a series of Air Objective Folders that include specific
information on various bombing targets. Each subject in that series was
assigned a target number by the air force, and the records are filed by
that number. We'll attach a finding aid that lists the target numbers for
the objectives we hold. These objective folders include maps and
photographs of the target areas, as well as textual descriptions about the
nature of each target. These records are also available for use and can be
pulled using the citation "RG 18: Air Objective Folders, [Objective #]."

Matterhorn, an effort to establish strategic bombing operations within
China and India during World War II.

We conducted a search within the Records of U.S. Air Force Commands,

numerous photographs related to the China-Burma-India (CBI) Theater of

be numerous photographs indexed under a specific unit, geographic location,
etc., and it would take a considerable amount of time to review each
