Dear FOIA Officer,
Under the provisions of the Freedom of Information Act, 5 U.S.C. § 552, I hereby request access to and copies of all records held by the National Archives and Records Administration (NARA) pertaining to the Bombing of Kobe during World War II.
The Bombing of Kobe was a series of strategic bombings conducted by the Allied forces against the city of Kobe, Japan. One of the most devastating of these bombings occurred on March 16-17, 1945, during which the city was heavily damaged and civilian casualties were extensive.
For the purpose of this request, the records I seek include, but are not limited to:
Official military reports, planning documents, and after-action reviews related to the Bombing of Kobe.
Communications, memos, or letters involving military commanders and personnel discussing the planning, execution, and aftermath of the Bombing of Kobe.
Any photographs, maps, or other visual materials produced or collected during the operation.
Records of any investigations, inquiries, or tribunals associated with the Bombing of Kobe.
Should any portion of the requested records be deemed exempt from disclosure, I request the release of any reasonably segregable non-exempt portions in accordance with 5 U.S.C. § 552(b). If an entire document is exempt, I request a justification, citing specific FOIA exemptions, and provision of an exemption log as per Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973).
Please note your obligation under the law not to destroy any records potentially responsive to this request. Any withholding, redaction, or destruction of responsive records without proper justification constitutes a violation of the FOIA and is subject to litigation, as confirmed in Kissinger v. Reporters Committee for Freedom of the Press, 445 U.S. 136, 150 (1980).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

For the 18-CS-3425, we have a reference film print available for
researchers to access. You are welcome to schedule an appointment with the
Moving Image Branch at the National Archives at College Park and make a
copy of these items using our equipment. Research visits are by appointment

For the 18-CS-4046, we do not have a reference copy available to
researchers. In order to access it you will either need to order it from
our vendor as outlined below or you will need to request that we make a
reference copy.
The Moving Image and Sound Branch is currently piloting a service to accept
and fulfill requests online for new reference copies of our holdings to
offsite researchers. At this time, there will be no charge for this
service. In order to provide consistent and equitable service within the
allowances of our policies, technology and staffing, we are setting a limit
of five reels per researcher or research team per month, addressed on a
first come first served basis in the order received. If an item consists of
multiple reels or tapes, each reel or tape will be counted individually
among the five.
All requestors are required to register as National Archives researchers.

You will not receive your researcher number automatically. We will need to
review and approve your registration. When you have completed the

up to five reels of choice on the attached form. Please see the attached

The final method of receiving copies would be to go through a vendor. Going
through a vendor is what we recommend if you want to get broadcast quality
copies. For this method, you will fill out an IARL form and send that into
mopix@nara.gov. We will review the information and send it back to you once
it has been approved. Once you have the approved form, you may contact one

chosen a vendor, the vendor then will contact us to order the films and
make a copy of the film in the format that you request. They will then send
that new copy to you. We advise screening a reference copy before placing

Effective November 1 2021, the Moving Image and Sound Branch is accepting
Item Approval Request Lists (IARL) Form (NA 14110) and reproduction orders.
Requests will be addressed in the order received, and orders will be filled
with some notable limitations in place as detailed in the attached
