Dear Mr. O'Connor:
This letter acknowledges your Freedom of Information Act (FOIA) request
dated April 17, 2019 and received by Bureau of Land Management (BLM) Oregon
State Office on April 17, 2019. You seek “Reports on the history and
cultural resources and geology of Redmond Caves in the US Bureau of Land
Management's Prineville District in Oregon.”
Your request has been assigned FOIA control number BLM-2019-00635/OR-
2019-057. You should reference these numbers on any further communications
with us regarding your request. During this time, you can also check the
status of your request by clicking/tapping *here*
<https://foia.doi.gov/requeststatus/> and then enter Department of the
Interior Electronic FOIA Tracking System No. BLM-2019-00635.
You state in your request that "in the event there are fees, I would be
grateful if you would inform me of the total charges in advance of
fulfilling my request." The BLM cannot begin to proceed with your request
until we have the following information.
In order to estimate costs, you will need to provide the fee category for
your request and an amount you are willing to pay. Certain categories are
eligible for reduced fees. Please note, the fee categories are as follows:
“commercial use requester”, “educational and noncommercial scientific
institutions”, “media”, or “all other”. Please see 43 Code of Federal
Regulations (CFR) §2.38
<https://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&sid=0fc3ab3499768eebc2e3691c8cf88dec&rgn=div5&view=text&node=43:1.1.1.1.2&idno=43#se43.1.2_138>
for
further information. Please provide your fee category to our office as
soon as possible.
If we estimate that fees would be more than what you submit and agree to,
we will contact you at that time to obtain a new fee agreement.
Please be advised that upon receiving your fee agreement and fee category
as stated above, we need to search for, and collect responsive records from
a field office separate from the office that is processing your request and
will invoke a 10-day extension for responding to your request that falls
within "unusual circumstances" as defined in Title 43 Code of Federal
Regulations (CFR), §2.19

Thank you for your letter. I am a historian writing a history book about the caves, so I could either be considered educational or media, or perhaps educational and media. I am willing to pay up to $20 in fees. Please let me know if I can provide any other additional details.

Dear Mr. O'Connor:
This letter responds to your Freedom of Information Act (FOIA) request
number OR-2019-057/eFTS BLM-2019-00635. You seek, “Reports on the history
and cultural resources and geology of Redmond Caves in the US Bureau of
Land Management's Prineville District in Oregon.”
The BLM uses a multitrack system to process FOIA requests. We place each
FOIA request into one of four processing tracks based on the number of
workdays we expect it will take to complete processing. We designate the
basic processing tracks as follows: simple requests (one to five workdays),
normal requests (six to twenty workdays), complex requests (twenty-one to
sixty workdays), and exceptional/voluminous requests (over sixty
workdays).
Your request falls into the complex processing track. We anticipate that
we will complete the final response by July 19, 2019. We plan to provide
interim responses to you until we complete processing your request. The
BLM ordinarily responds to requests according to order of receipt within
each processing track.
You may narrow the scope of your request. This can result in quicker
processing within the assigned track or move your request into a faster
track. See 43 CFR, §2.14 and §2.15
