I have called the NSD FOIA desk as well as the FOIA liaison multiple times (even this past week) about this request the agency refuses to comply with the laws pursuant to 5 U.S.C 552. This disregard for proper procedures and lack of candor is interpreted as 18 U.S.C2261a.
