From: Brett Carollo
To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
A list of all documentaries, feature films, and TV programs supported in any way by NASA in the year 2018. NASA has previously released such lists of media collaborations for other years, including to this requester, who has made them public.
I am the Director of Research Operations at a 501(c)(3) non-profit organization called The Decoding Culture Foundation. These documents will be used for public education and research purposes. I therefore request a waiver of all fees that may otherwise apply. Attached is a document with organization letterhead confirming my position, as well as the organization's 501(c)(3) application and approval form.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Brett Carollo

This message concerns FOIA request 24-01184-F-HQ.
I am writing to appeal the rejection of my request for a fee waiver. This request was rejected on the grounds that I could not demonstrate that disclosure of the requested records to me would constitute a "significant" benefit to public knowledge of NASA'a activities. Specifically, my claim was characterized as "speculative." In considering my appeal, I ask whomever it may concern to consider that, in addition to my qualifications as stated in the original request, I am the editor-in-chief of a magazine (currently digital but soon to be in print) called "Cultural Engineering Studies," and I personally contributed an article to this magazine on NASA's relationship to Hollywood--an almost unexplored topic. So it seems arbitrary to conclude that this information will not benefit public awareness in a "significant" way.
Thank you in advance for considering my appeal,
Brett Carollo
