Pursuant to the Freedom of Information Act, I hereby request the following records:

> All emails sent by U.S. Border Patrol Agent Jaime Sanchez (JAIME.SANCHEZ@CBP.DHS.GOV) to Rio Grande Valley landowners from Jan. 1, 2018, to Oct. 26, 2018, and all responses to those emails.

Jaime Sanchez is a U.S. Border Patrol agent assigned to the McAllen Station in the Rio Grande Valley Sector. He is based in McAllen, Texas. Jaime Sanchez regularly sends emails to landowners in Hidalgo County, Texas, as part of the Border Community Liaison Program.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

To whom it may concern,

I am writing in reference to FOIA request # CBP-2019-007011.

The request asked for: "> All emails sent by U.S. Border Patrol Agent Jaime Sanchez (JAIME.SANCHEZ@CBP.DHS.GOV) to Rio Grande Valley landowners from Jan. 1, 2018, to Oct. 26, 2018, and all responses to those emails."

U.S. Customs and Border Protection responded by asking the requestor to narrow the scope of the request. However, the request doesn't require clarification or narrowing in scope.

U.S. Border Patrol Agent Jaime Sanchez is assigned to the McAllen Station in the Rio Grande Valley Sector.

Agent Sanchez is a "landowner liaison." In his job as "landowner liaison," Agent Sanchez sends advisories, notifications and other information to a Rio Grande Valley landowners. Agent Sanchez sends many emails to landowners using an email list.

For example, Agent Sanchez sent the following email on Oct. 24, 2018:

"From: "SANCHEZ, JAIME" <JAIME.SANCHEZ@CBP.DHS.GOV>
Date: 10/24/18 8:58 AM (GMT-06:00)
To:
Subject: News Media/Armed Civilians

Ladies and gentlemen,

With the pending Honduran caravan traveling through Mexico, Border Patrol is expecting media outlets and possible armed civilians to access your property. I would greatly appreciate it if anybody is requesting authorization to set up camp or media equipment on your property. In previous instances, these groups have not asked for permission and have taken it upon themselves to access your property. If possible, please provide name of media and/or organizations who have requested authorization."

The email above went to a list of Rio Grande Valley landowners.

The FOIA request I filed on Oct. 29, 2018, seeks all such emails sent by Agent Sanchez to Rio Grande Valley landowners and all responses to those emails. The responsive records are readily available to Agent Sanchez; no complex search terms are required to locate them.
