Your FOIA request is being transferred to NPRC as they maintain it under their registry number 000010113993. You may need to contact them and provide them with the registry number if they are unable to locate the record without the registry number.
From: Navy Personnel Command
Dear Mr. Bradley:
Thank you for submitting your Freedom of Information Act (FOIA) request to
the National Archives and Records Administration (NARA), via the
*FOIAOnline* website.
This office handles FOIA and Privacy Act requests for the National Archives
and Records Administration's *operational* records (records created by this
agency). We understand that the National Personnel Records Center (NPRC)
in St. Louis could not locate a Navy veteran's OMPF, and have referred you
to the Navy Bureau of Personnel Command which is in Millington, TN. NPRC
believes that BUPERS may be able to locate his military service number or
social security number, and an NPRC registry number.
Since our office is not Navy BUPERS, we have removed your request from
*FOIAonline
*and are forwarding it to Mr. David German, the FOIA officer at BUPERS for
response directly to you. For your reference, a copy of your original
submission is below. Should you need to contact that office in the future

Hello,
May we request the military service number of subject servicemember Richard B. Schott on file so we can refile with NPRC again.
NPRC still claims they cannot find the OMPF file even after provided their own registry number 000010113993 from the US Navy Personnel Command which transferred the file to them. We believe NPRC is not able to perform searches without the military service number. The records are confirmed located at National Personnel Records Center in St. Louis .
From: Navy Personnel Command
Dear Mr. Bradley,
The Navy BUPERS command in Millington, TN provided the service number for
Navy veteran Richard Bradley Schott to me, and I have given it
to the NPRC. They will make a second search for the record, and respond to
you directly.
Please be advised that the email address *foia@nara.gov <foia@nara.gov> *is
the portal for our office and not for Navy BUPERS in Millington, TN.
So, in the future, if you need to reach the BUPERS FOIA office, please
email david.german@navy.mil <david.german@navy.mil>.
