Pursuant to the Freedom of Information Act, I hereby request the following records:

Records related to any trainings received by Richard Patrick Zuley (born October 3, 1946) that your agency may posses.

In late 2002 Zuley was called into service in the Naval Reserve to serve as an interrogator at the Guantanamo detainee camp established by President George W. Bush. Specifically Zuley was involved in the "interrogation of Mohamedou Ould Slahi at Guantánamo" (Source: https://www.theguardian.com/us-news/2015/feb/18/american-police-brutality-chicago-guantanamo). This was done under the "Rendition, Detention and Interrogation" (RDI) program by the CIA.

I am further requesting any records related to communications between Zuley and other federal agencies.
I am further requesting any records related to invoices, expense reports, checks or payments, to Zuley.

Please be aware that this request is being made by Open the Government, a non-partisan nonprofit who advocates for government transparency.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
