For meritorious achievement from March 1986 through February 1988 while attached to the Naval Security Coordination Team, Indian Head, Maryland. Chief Petty Officer Cates exceptional professionalism, dedication to excellence, and willingness to put Navy needs first
contributed measurably to the increased terrorism awareness prevalent in the U.S. Navy today. Realizing that bombing is the most commonly employed terrorist tactic, he initiated liaison with the FBI Bomb Data Center and non-Department of Defense intelligence agencies, researched terrorist bomb data information, and formed the command's Improvised Explosive Devices (IED) Department. He personally pioneered the development of complex, realistic IED's which have become a learning hallmark of Naval Security Coordination Team exercises. His diligent efforts, initiative, and dedication to excellence inspired all who observed him and contributed significantly to the successful accomplishment of the command's mission. By his exceptional professionalism and selfless devotion, Chief Petty Officer Cate's upheld the highest traditions of the United States Naval Service.

For meritorious service while serving as Naval Special Warfare Long Range Maritime Operations Course Manager, Training Officer, and Training Safety Officer at Naval Special Warfare Center Detachment Little Creek from February 1992 to March 1995. Senior Chief Cate's performed his duties in an exemplary and highly professional manner. Demonstrating superb leadership, exceptional technical expertise, and unparalleled resourcefulness, he established the principle curricula for the Long Range Maritime Operations Course and assumed management responsibility of the detachment's training and training safety programs. In addition, he was directly responsible for preparing and guiding the detachment through an exhaustive inspection which directly contributed to the command receiving high marks on the Training Performance Evaluation Board Inspection. His diligent efforts and resourcefulness inspired all who observed him and contributed to the accomplishment of Naval Special Warfare Center Detachment Little Creek's mission. Senior Chief Cate's professionalism and devotion to duty reflected great credit upon himself and were in keeping with the highest highest traditions of the United States Naval Service.
