Rule of Three 1999-2019 (Federal Bureau of Investigation)

Pursuant to the Freedom of Information Act, I hereby request the following records:

Copies of lists or indexes of frequently requested records under FOIA and other disclosure laws, including but not limited to those subject to the Rule of Three (see FOIA, 5 U.S.C. § 552(a)(2)(D) (2000)).

I also request copies of emails, memos and letters discussing the handling of frequently requested records that are subject to the Rule of Three, including but not limited to the removal of any such records.

You may limit this request to records generated between January 1, 1999 (or since your office's creation, whichever came later) and December 31, 2019.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I am appealing the integrity of the search, as it does not - even prima facie - satisfy the request. I did not request "all frequently requested records" and even a surface reading of the request would make this clear, nor does anything posted to the URL come close to satisfying the records requested.

For your convenience, the request was for

(Furthermore, IF the request HAD been for what the Bureau construed it was, the response still would not have been sufficient, as it would not have met the time period requested. This is only pointed out to further underscore the severe insufficiency and inadequacy of the response and the total lack of attention it was given.)
