Documents in the possession of the United States Department of State created between April 6, 1994 and October 1, 1994 related to the assassination of Rwandan President Habyarimana; related to missiles fired in Rwanda on April 6, 1994; related to the a massacre in Byumba in April 1994; and any killings by the Rwandan Patriotic Front at Gabiro, Akagera, Kibungo, and Butare between April 6, 1994 and October 1, 1994.

This request includes the following categories of documents: cables to and from the U.S. Mission in Rwanda, Uganda, Kenya, Tanzania, Burundi, the Democratic Republic of the Congo (then known as “Zaire”), and the State Department headquarters in Washington D.C.; reports prepared by the U.S. Mission to the United Nations; talking points prepared for U.S. diplomats at the United States Mission to the United Nations; talking points prepared by regional diplomats in U.S. Mission in Rwanda, Uganda, Kenya, Tanzania, Burundi, and the Democratic Republic of the Congo (then known as “Zaire”) for use with local and regional officials; field assessments or other reports completed by U.S. diplomats in U.S. Mission in Rwanda, Uganda, Kenya, Tanzania, Burundi, and the Democratic Republic of the Congo (then known as “Zaire”); communications between U.S. diplomats and officials at the White House, Department of Defense, or intelligence community; internal legal assessments or determinations by the NSC or State Department Office of the Legal Adviser; reports or other recommendations prepared by the State Department Office of Policy Planning; and any after the fact reviews conducted by the U.S. Department of State.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
