To Whom It May Concern:

This is an appeal of FOIA request 1649572-000. I am appealing the integrity of the search performed, as well as the decision to deny my request by characterizing an FBI employee as a "third party individual", which once again contradicts prior releases of personnel records to myself (1546242-000, 1599651-000 among others) and other requesters, where they were processed the same as any other request. Additionally, the FBI's acknowledgement of S. Wesley Reynolds as an FBI employee by his inclusion in the Dead List and mentioned by name in published remarks on the FBI's website (https://www.fbi.gov/history/history-publications-reports/in-the-enemys-house-venona-and-the-maturation-of-american-counterintelligence) invalidates a "Glomar response" such as the one sent to me on October 17, 2024. I understand Reynolds' post-FBI career as NSA's chief of security will likely result in referrals to that agency, delaying release of responsive records. Please conduct a new search for responsive records.

Sincerely,
Paul Galante
