To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
1) From October 7, 2023 to the time that this request is processed: A copy of any official guidance provided to, or created by, the head of social media or communications for this department — specifically, guidance regarding public communications or posts about the Israel/Gaza conflict.
Note 1: These documents may be referred to as guidance documents, social media policy documents, memoranda, letters, notes from meetings, or emails.
Note 2: If you need a keyword search, please search for the following terms:
—“Israel"
—“Gaza"
—“Hamas
—“Palestine"
—“Palestinian"
—"Students for Justice in Palestine"
—“SJP"
—“Chabad
—"Hillel”
Note 3: Please limit the scope of this request to the head of communications/social media for this department.
This FOI request is being filed in pursuit of a time-sensitive news story. Therefore, I ask that my request is expedited. When completing this request, please prioritize whichever records would take the least amount of time to be located and released. I would like these records in electronic format, sent via email or other digital method, and again, please release documents on a rolling basis, as they become available.
If you determine that any of the information qualifies for an exemption from disclosure, I ask you to note whether the exemption is discretionary, and if so whether it is necessary in this case to exercise your discretion to withhold the information. In any event, please provide a signed notification citing the legal authorities on which you rely if you determine that any of the information is exempt and will not be disclosed.
Also, I am a member of the news media as a reporter for Business Insider, and the requested documents are in the public interest and not being made for commercial purposes. Therefore, I ask that all fees are waived in the processing of my request. If fees associated with this request will be in excess of $25, kindly notify me in advance of fulfilling this request. As I am making this request as a journalist and this information is timely, I would appreciate your communicating with me if you have questions regarding this request.
Thanks again, and if there are any questions about my request, can provide any clarification that will help expedite the processing of my request, please contact me at email address. I am also happy to hop on the phone.
I look forward to your reply within 20 business days, as the statute requires and an even more prompt reply if you can make a determination without having to review the records in question.
Thank you for your time and attention to this matter.
Best,
Caroline

Caroline – after receiving this request and another one from you last November, Ms. Walters (cc’d) was assigned as the processor and attempted to contact you. Since you indicated that you’d be happy to discuss via telephone, she called you on November 7th and again on the 14th but without success.
The best way to submit requests to the Marine Corps is to put them directly into our online portal at <http://www.securerelease.us> www.securerelease.us. There is no charge for using the portal, and it means that your request would be tracked from the moment it’s submitted. It would also enable you to check on your request’s progress and communicate with the processor via the system, where all records would be maintained in the same place (and you have access to them).
If you prefer not to use the portal, please let us know and we will upload this request manually into the system and send you the file number. (The number you provided is not one that would be used by the Marine Corps.)

Caroline – this request has been manually entered into our SecureRelease tracking system and is assigned file number 2024-USMCFOIA-000097. Ms. Walters will continue to process it for you. Please use this number in communications with us about your request. The following information applies to this request and also to the one assigned number 2024-USMCFOIA-000096.
We noted your request for a fee waiver. Inasmuch as we do not anticipate any fees being incurred, the issue is deemed moot. We have categorized you as an “other” requester; with only a first name and with no organizational email address, we cannot determine that you are a member of the media. We also note your request for expedited processing, which I determined does not meet the requirements to place your request ahead of all others that are pending. That being said, we will process your request as quickly as possible and fully expect to provide a final response within 20 working days or sooner.
Please be aware that you have the right to challenge these determinations and the delay in processing. To do this, you may submit an appeal directly within the public portal online at <http://www.securerelease.us> www.securerelease.us. Since you did not submit your request directly to the SecureRelease portal, you will first need to create an account, and then click the “Create Request” button on the home page. In the “Request Description” field, indicate that this is an appeal and provide the tracking number for the request you are appealing. Fill out the remaining fields and click “Submit Request” so it can be assigned to the appellate authority.
If you wish to submit an appeal but prefer not to use the online portal, please write to the Department of the Navy, Office of the Judge Advocate General (Code 14), 1322 Patterson Ave SE, Suite 3000, Washington Navy Yard, DC 20374-5066. Your appeal, if any, should include a statement indicating why you believe it should be granted and must be postmarked or timestamped within 90 calendar days from the date of this letter.
