Pursuant to the Freedom of Information Act, I hereby request the following records:
Public reports show that NASA SEWP has contracted with call center software provider TalkDesk (https://www.carahsoft.com/buy/sewp-contracts/sewp / contract numbers: NNG15SC03B/NNG15SC27B).
1) All instructional materials, presentation material (including recorded video and audio, PowerPoint files, prepared remarks, and slide formats), and other guidance about the usage of TalkDesk's software.
2) A copy of any use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, letters of interest, usage policies, or informal agreements between NASA and TalkDesk regarding TalkDesk's services. Please include any of the above between government agencies and TalkDesk.
3) A copy of any funding opportunity announcements, grant applications and grantor status/ progress reports, reports to legislative bodies, annual reports that mention TalkDesk's service, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.
4) Any digital communications including but not limited to emails and text messages as well as documents (including but not limited to PDF, word processing, excel and slide documents) that mention TalkDesk's service (please include all attachments).
5) Any case reports in which TalkDesk's service was disconnected, shutdown or changed in some way due to privacy or security concerns.
6) Any digital communications (including but not limited to emails and text messages) with TalkDesk (@talkdesk.com) or their representatives.
To help limit the extent of the responsive documents, please limit search from January 1, 2023 through the time this request is processed. Please delivery these documents on a rolling basis as responsive documents are found.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good Afternoon Ms. Heeter,
I contacted our procurement subject matter experts regarding your request and they provided the following:
CLIN (unique to each contract Holder)
Part number (OEM Part number Unaltered)
CLINTYPE (Product, Service, Maintenance) Discount class Discounts Subclass SEWP Price List Price Description
Any presentations, manuals, instructions, terms & conditions would be submitted at the quote level or delivery order level by the contract Holder to the Issuing Agency and Ordering Agency. We wouldn't have any record of Talk Desk service disconnected, that would be the information of the agency who ordered them.
It doesn't look like we have any CLINs on contract from Carahsoft or any contract holder for Talkdesk services. If you provide an order number or SEWP Tracking Number(STN) we can research further.
SEWP V is a GWAC. GWAC stands for Government Wide Acquisition Contract, which is a type of federal contract vehicle that allows contractors to sell to all government agencies using a central contract managed by a single agency. SEWP is managed by NASA. GWACs are specific to the IT sphere. Obtaining a GWAC can make contracting easier for both government agencies and contractors. GWACs are multiple-award Indefinite Delivery/Indefinite Quantity (or IDIQ) contracts, meaning they allow for an indefinite quantity of products and services to be sold over an indefinite period of time. They are also awarded to multiple contractors who compete for task orders once they are a part of the contract vehicle.
Based on the above, it appears a relevant order has not been placed with the firm you mention. I think the webpage you linked with your request served to function as an advertisement. Thus we have do not have any records for the request you have filed. If you would like to reformulate your request, then we can do so preferably issuing a new tracking number to make administrative matters easier on my end. You can always reach out to a NASA PAO instead of the FOIA process if you would like some general information, or have questions, about the SEWP V process instead of requesting specific records.
Additionally, the best resource to search about federal awards is usaspending.gov. Here is a listing under the contract you mentioned in your request: https://www.usaspending.gov/search/?hash=058ddc5608bd3604c069070c85bb26ca . It appears in addition to other agencies, NASA had a subaward under one of the solicitation awards you mention: https://www.usaspending.gov/award/CONT_AWD_NNX17RA35D_8000_NNG15SC03B_8000. Per records schedules, the contract and a lot of the associated information may be in close out, purged, or otherwise sent to NARA if permanent records but we may have still have something on file or related to the work performed.
Kindly let me know if you understand why I would be sending a no records response or would like to file a different request. If I don't hear back in the next couple of working days, I will just send the response as above described.
