consumer complaints (including those shared at consumercomplaints.fcc.gov) and/or investigatory files about the Broadband Emergency Program, Emergency Broadband Benefit or broadband subsidy programs, including (but not limited to) complaints about application denials from ISPs, people being pushed into higher priced plans
