To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Any documents pertaining to collaboration between the U.S. Navy and the production of the 2025 feature film "Warfare," directed by Alex Garland and produced by A24 films. Such documents may include but should not be limited to: script notes; production assistance agreements; and all records of communications between employees of the Navy and members of the cast, crew, and production company of "Warfare," including memos, notes of meetings and conference calls, emails, and other forms of communication.

I am the Director of Research Operations at a 501(c)(3) non-profit organization called The Decoding Culture Foundation as well as the editor-in-chief and a contributor to a research magazine published by said foundation titled "Cultural Engineering Studies." These documents will be used for public education and research purposes. I therefore request a waiver of all fees that may otherwise apply. Attached is a document with organization letterhead confirming my position, as well as the organization's 501(c)(3) application and approval form.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Brett Carollo

Dear Mr. Carollo:

The Department of the Navy received your Freedom of Information (FOIA) request dated 1/30/2025 and placed it in queue for processing by order of receipt on the same day.

Unusual circumstances arise when a response within the statutory 20-day period may not be attainable due to:

1. Collection and search for records from a facility outside of this office.
2. Volume of records that may be responsive to your request.
3. Consultation with one or more agencies having a substantial interest in the determination or the subject matter.

The Navy FOIA program is decentralized, requiring our office to search and gather documents from Navy component offices which are not geographically co-located. Per the Department of the Navy FOIA/PA regulation 32 CFR §701.8(g)(2), this office grants itself an extension of ten days response time. We appreciate your patience and understand the importance of timely responses to FOIA requests and apologize for any inconvenience this delay may cause.

Additionally, please be aware that the U.S. Navy’s new FOIA portal, Secure Release, is online. For your convenience, you may now submit FOIA requests online at www.SecureRelease.us or www.FOIA.gov.

Please direct questions to the FOIA Service Center by phone (202) 685-0412 or send via email don-foia-pa@us.navy.mil.
