This is a request under the Freedom of Information Act. I hereby request the following records:
An electronic copy of the access database used to track FOIA requests.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good Morning Mr. Smathers,
This refers to your Freedom of Information Act (FOIA) request of April 7, 2011, by which you seek to obtain a copy of the database used to track FOIA requests. Your request was received by this Headquarters on April 7, 2011.
Please be advised that a FOIA request must meet certain criteria before it may be considered "perfected." Specifically, a FOIA request must reasonably describe the records being sought and it must conform to Agency regulations, particularly with regard to the issue of FOIA processing fees [see 32 Code of Federal Regulations Part 701 (32 CFR Part 701)]. Regrettably, your request does not meet the "perfected" standards for FOIA due to the fact that your letter provides insufficient specificity to allow for the ready identification and retrieval of the records you seek [see 32 C.F.R § 701.32].
In view of the above, I am holding your request in abeyance pending your provision of additional specifying information about the documents you seek so that we may initiate a reasonable records search. If, however, we do not hear from you by May 10, 2011, we will close-out your request file as an "unperfected request" action.
