This circular is referenced in the OPM Classification Appeal Decision (C-0101-09-03) Under section 5112 of title 5, United States Code dated April 28, 2003. I have attached a copy of this classification appeal decision for your reference.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
