This is a request under the Freedom of Information Act. I hereby request the following records:

All records, including but not limited to maintenance contracts and logs, regarding the running of the MUMPS system in use by this agency.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good Afternoon Mr. Lasser,

This email is to acknowledge receipt of your March 18, 2016 electronic Freedom of Information Act (FOIA) request to the Department of Veterans Affairs (VA) in which you requested "All records, including but not limited to maintenance contracts and logs, regarding the running of the MUMPS system..." The FOIA Service received your request on March 18, 2016 and assigned it tracking number 16-05398-F. Please refer to this number when communicating with this office about your request.

Please know the FOIA requires agencies to conduct a search for records, it does not require agencies to conduct research; however, in an attempt to assist you, I conducted two searches in USASpending to help you with identifying the contracts that you are seeking.

Pursuant to your request, I conducted a search of USASpending utilizing the following key terms "MUMPS System" "Contracts" "FY 2008 - 2016" and Department of Veterans Affairs. The search resulted in 120 contract transactions; see the following hyperlink.

You will need to review each award to determine if that award is responsive to what you are requesting. To view the award, place your cursor on the Award ID number and "Click"; you will directed to that particular award transaction details. Next "Click" on "Go To Award Summary"; then "Click" on Award Summary. From here you can see all the modifications to that particular award number and a description of the award. If the award is responsive to what you are seeking you must provide our office with the award number. If you want the modifications you must state such.

Please note that award numbers starting with GS are GSA contracts; to find the actual contract number associated with the VA go back to the Transaction Details screen. The VA contract number is immediately below the "Go to Award Summary" box and begins with either "V" or "VA"

I then conducted a search of USASpending utilizing the following key terms "InterSystems" "Contracts" "FY 2008 - 2016" and "Department of Veterans Affairs." The search resulted in 15 contract transactions. You will need to review the below hyperlink and again review each transaction to determine if the award applies to the information that you are seeking. If the award number starts with anything other than a "V" or "VA" you will need to find the "V" or "VA" contract number which again is on the transaction detail screen immediately below the "Go to Award Summary" box. Please know, I used the key terms "InterSystems" as my research of the MUMPS System identified InterSystems Corporation as the vendor of the MUMPS Database server. Four Points Technology, LLC appeared in my search results as they may be an authorized reseller.

Per 38 C.F.R. § 1.554(d)(1) the requester must describe the records sought in enough detail to allow VA personnel to locate them with a reasonable amount of effort.

In the case of contracts, detailed information would include you providing our office with the contract numbers of those records that you are seeking. Please know the FOIA functions are decentralized. Additionally, the contracting functions within the VA are also decentralized; therefore, before we can move forward with the processing of your request you must provide our office with all contracts numbers that you are seeking as the responsive contracts may need to be processed by multiple FOIA offices.

Your written response to our request for clarification is due within thirty (30) calendar days of the date of this communication. Should we not receive your written response within thirty (30) calendar days of the date of this email we will conclude that you are no longer interested in pursuing the request and will close your request with no further action. (38 C.F.R. § 1.554(d)(4)).
