I was aboard the USS Liberty when the ship was attacked by the IDF on June 8, 1967 and serve my shipmates as Historian of the USS Liberty Veterans Association.

I request the release of any Whistleblower reports complaining about how the US Navy Judge Advocate General or the Department of Defense handled its investigation of the June 8, 1967 Israeli attack on the USS Liberty.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Meadors,

This is in response to your Freedom of Information Act request dated May
14, 2024, where you have requested a copies of the Whistleblower Reports
complaining about how Navy JAG handled the investigation into the Attack on
the USS *Liberty* (AGTR 5) Your request was received by the Reference
Branch (RR2RR) on May 17, 2024 with the assigned tracking number 24-42332.

We have searched our holdings in Record Group 38: Records of the Chief of
Naval Operations, Record Group 125: Records of the Judge Advocate General
(NAVY), Record Group 457: Records of the National Security Agency and the
Record Group 526: Records of the Naval Criminal Investigative Service
(NCIS), and we were unable to locate the records you have requested.

In RG 38, there is a series that we have mentioned to you in the past Entry
P 25: Records of Attacks, Accidents and Other Topics, which has newspaper
articles/clippings about the attack, but there are no bodies of records
relating “whistleblowers”.

We have searched in RG 125 and with similar results, we were unable to
locate any bodies of records associated with “whistleblowers”. In our
previous correspondence to you we directed you to the JAG (NAVY) and the
Navy’s Records Manager for the Court of Inquiry, and so if these reports
are associated with the investigation, then it is likely that they are
still with the Navy.

In RG 457, because the *Liberty* was associated with the NSA, we also
checked here for any records related to the investigation and criticism of
the investigation, but to no avail.

Because “whistleblowers” might be investigated in a counter-intelligence
way, which would be the responsibility of NCIS, we also looked in those
files. There were not bodies of records relating to “whistleblowers”.

Again, we would recommend that you either contact the Judge Advocate
General (NAVY) or the Navy’s Records Manager:
