I seek any and all documents in the agency's possession that pertain to the WikiLeaks website or organization from January 2006 to the present date, including but not limited to emails, memos, notes, briefings, reports and other documents related to, mentioning or generated as a result of:

* guidance and instructions for employees regarding visiting the website or otherwise reading or learning about it in the news

* internal reactions to the website's existence and disclosures

* damage reports regarding the website and its disclosures

* efforts to identify, investigate and/or mitigate potential leaks to the website

* efforts to identify, investigate and/or mitigate potential unauthorized viewing of the website or news reports analyzing it and/or its contents

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Our FOIA office received your FOIA request dated May 21, 2019. We have
assigned it control number 2019-00750. Please cite this number in any
future communications regarding your request.

In your request you asked for the following:

"I seek any and all documents in the agency's possession that pertain to

We have received your fee waiver request and it will be processed
accordingly. In the interim, we have classified you as an “other”
requester. As such, we may charge you for some of our search and
duplication costs, but we will not charge you for our review costs; you are
also entitled to up to 2 hours of search time and 100 pages of photocopies
(or an equivalent volume) for free. See 43 C.F.R. § 2.39. If, after taking
into consideration your fee category entitlements, our processing costs are
less than $50.00, we will not bill you because the cost of collection would
be greater than the fee collected. See 43 C.F.R. § 2.49(a)(1).

We use Multitrack Processing to process FOIA requests. The Simple track is
for requests that can be processed in one to five workdays. The
Normal track is for requests that can be processed in six to twenty
workdays. The Complex track is for requests that can be processed in
twenty-one to sixty workdays. The Exceptional/Voluminous track is
for requests requiring more than sixty workdays for processing. The
Expedited track is for requests that have been granted expedited
processing. Within each track, requests are usually processed on a
first-in, first-out basis.

This request falls into the *Exceptional/Voluminous *track.

I am appealing the decision to classify me as an "all other" requester, as the attachment to the original FOIA makes clear that the facts and case law both leave no room to classify me as anything other than a news media requester, as my writing and editorial skills are well established, with hundreds of articles having been published for numerous outlets, including Gizmodo, VICE/Motherboard, MuckRock and other outlets, with some articles reaching over 100,000 readers.

As part of the Department of Interior's (DOI) FOIA Support Team (FST) deployed to the Bureau of Land Management (BLM) to assist with processing FOIA requests in BLM's HQ backlog, we have been reviewing the status of the open FOIA requests filed on or before May 22, 2019.
