To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

I seek any and all documents in the agency's possession that pertain to the WikiLeaks website or organization from January 2006 to the present date, including but not limited to emails, memos, notes, briefings, reports and other documents related to, mentioning or generated as a result of:

* guidance and instructions for employees regarding visiting the website or otherwise reading or learning about it in the news

* internal reactions to the website's existence and disclosures

* damage reports regarding the website and its disclosures

* efforts to identify, investigate and/or mitigate potential leaks to the website

* efforts to identify, investigate and/or mitigate potential unauthorized viewing of the website or news reports analyzing it and/or its contents

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

A fix is required to perfect the request. Postmark: August 31, 2023

From: Emma Best

I am appealing the use of the "Still Interested" letter and any determination made as a result. As the use of "Still Interested" letters is contrary to guidance from NARA and I did not receive the letter until December. Further, it's inappropriate to provide only a 30 day window for a response after waiting 1,536 to respond: over 1,500 days (over 4 years) more than allowed by law, or violating the time requirements placed on your Agency by more than 5,100%.

Reopen the request immediately and place it back in the queue where it belongs. I'm happy to continue my streak of never losing a FOIA lawsuit.

I object to the use of the "Still Interested" letter and any determination made as a result.

I am and always have been "Still Interested" in this and all other FOIA requests, as I have communicated to every agency at every opportunity. Reopen the request immediately and place it back in the queue where it belongs. I'm happy to continue my streak of never losing a FOIA lawsuit, and none of the facts/numbers, statutes or guidance provided by NARA supports closing this or any other FOIA request because of an Agency's lack of interest in fulfilling its legal requirements under the statutes.

Ms. Best,

This is in response to your Freedom of Information Act (FOIA) appeal 19-A-1336-A1 in reference to OSD FOIA 19-F-1336. We received your appeal in this office on December 18, 2023.

Due to an extremely heavy FOIA workload, we are unable to complete your appeal within the statutory time requirement. In fairness to the general public, we make every effort to treat all requesters equally. Accordingly, responses are made on a first-in, first-out basis. When the appellate review of your case is complete, you will be notified by the appellate authority, the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (ATSD-PCLT), of the final determination. You may direct any questions concerning this appeal to: osd.mc-alex.oatsd-pclt.mbx.dfoipo-foia-appeals@mail.mil<mailto:osd.mc-alex.oatsd-pclt.mbx.dfoipo-foia-appeals@mail.mil>.
