To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
White House Communications Agency video footage (WHTV content) filmed during Presidential Clinton's November 6th 1994 speech at Seattle's Pike Place Market. This is a request to review all footage from the speech at the Pike Place Market, including outtakes and rushes and any footage of the arrival or departure. I am unable to find any audio or video of this event online. It would be greatly appreciated if, following review, any released video could be uploaded to the @clintonlibrary42 YouTube page.
Here's a link to a transcript of the remarks: https://clintonwhitehouse6.archives.gov/1994/11/1994-11-06-president-remarks-at-washington-state-rally.html
Thank you for your commitment to transparency, and I look forward to working with you all on this request.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Robert Delaware

Good afternoon.
For this event shot by the WHTV Unit you do not need to file a FOIA request
to review the material. Pre request, the event has been placed onto the
ClintonLibrary42 YouTube channel. The event has been placed at the
following link; [ President Clinton at Rally in Seattle, WA (1994) - YouTube
<https://www.youtube.com/watch?v=Fj80HXnGg-8> ]. It may not immediately be
available for viewing, and if that is the case please allow a little bit of
time for it to be encoded for YouTube playback.
The event was adjusted to match the title assigned by the Federal Register
and as printed by the Government Printing Office. The original title on the
archived WhiteHouse.gov webpage was a press office assigned title prior to
the event entering the Federal Register.
This event consisted of two main taps and a roving camera. All three of the
clips were included which encompasses the entirety of your request. There
was no further material from the Pike Place Market event.
There was a transition point in the footage of MT02990 to MT02991 at
approximately 29:11 in the footage. As the material was originally shot on
30 minute Betacam format there was a practical limitation of having two
cameras run side-by-side to ensure all of the President's remarks were
captured for record. Where appropriate we try to splice these transition
points together so they are seamless and to align better with what
researchers expect video to look like. I believe we got pretty close there
with the seam point. The first tape MT02990 was also observed to have high
incoming audio levels from the Mult. It was adjusted to match MT02991's
level which is more proper for the event's setting and not as distorted.
Let us know if you have any immediate questions.
