NPRC search unable to locate the OMPF file, advised to contact Navy Personnel Command. Specifically request copy of history of assignments NAVPERS form 1070/605, all Navy Training History NAVPERS form 601-4 forms, copy of all individual award citations with redactions as determined.

Navy Recruiting Service Ribbon is awarded once a recruiter has performed three years of good recruiting service. 

"Plankowner" is an individual who was a member of the original crew of a ship or unit when it was placed in commission. The name stems from tradition that the original crew would receive wooden deck planking as part of the vessel. To be a plank owner means you are part owner of the ship; you are part of its legacy.

Navy and Marine Corps Commendation Medal w/Valor Citation reads:
For heroic achievement as Leading Chief Petty Officer, Naval Special Warfare Task Group Fast Attack Vehicle Detachment, Naval Special Warfare Task Group Central from September 1990 until March 1991 during Operations Desert Shield and Storm. Chief Weber performed his duties in an exemplary and highly professional manner. Demonstrating exceptional professionalism, courage, and total attention to detail, he participated in the retaking of the American Embassy in Kuwait City where his exceptional professional knowledge and operational foresight in employing the Fast Attack Vehicle Detachment were unparalleled. In addition, his motivation, dedication, and tactical abilities were relied upon while engaged in combat operations in the Kuwaiti Theater of operations. His diligent efforts and resourcefulness inspired all who observed him and contributed to the accomplishment of Naval Special Warfare Task Group Central's mission. Chief Weber's professionalism and devotion to duty in a wartime environment reflected great credit upon himself and were keeping with the highest traditions of the United States Naval Service.
