- Invoices, receipts, and/or requests for the purchase of any Flock Safety product/service
- MOUs from Flock Safety
- Any emails between officials from the University City Police Department and representatives from Flock Safety.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

In regards to your request for communications/contracts/MOU’s between the University City Police Department and Flock, this Department is denying your request under RSMO 610.100.3.
“3. Except as provided in subsections 4, 5, 6 and 7 of this section, if any portion of a record or document of a law enforcement officer or agency, other than an arrest report, which would otherwise be open, contains information that is reasonably likely to pose a clear and present danger to the safety of any victim, witness, undercover officer, or other person; or jeopardize a criminal investigation, including records which would disclose the identity of a source wishing to remain confidential or a suspect not in custody; or which would disclose techniques, procedures or guidelines for law enforcement investigations or prosecutions, that portion of the record shall be closed and shall be redacted from any record made available pursuant to this chapter.”

Dear Captain Morley and Ms. Reese,
Thank you for your prompt response.
As you are undoubtedly aware RSMO 610.024 requires that if a public record contains material which is not exempt from disclosure as well as material which is exempt from disclosure, the public governmental body shall separate the exempt and nonexempt material and make the nonexempt material available for examination and copying.
Is it the city and the police department's legal claim that the records requested above are in fact exempt in their entirety under RSMO 610.100.3?
