Mr. Tobias,

I attach to this email a PDF version of a letter responding to your GRAMA request of December 29, 2024, which was received by PLPCO on December 30, 2024. I also attach a zip file containing responsive records.

You should be aware moving forward that your GRAMA requests are deficient under the Utah GRAMA law, as they do not contain all the information that a requester is required to submit. Also, your use of different, fourteen-digit, email addresses for each request as well as an unpredictable mix of electronic and regular mail communications causes confusion and makes it difficult to respond.

In the future, your GRAMA requests should be submitted through the Open Records Portal at the following link: https://secured.utah.gov/ut-archives/Forms/Page/ut-archives/orp/0

Finally, given the number and frequency of the requests you are submitting, we are giving serious consideration to charging fees for responses.

If you have questions or concerns, feel free to contact me.

Sincerely,

Roger R. Fairbanks
