Pursuant to the California Public Records Act, I hereby request the following records:
Metadata of all emails which are sent to, from, including being CCed or BCCed by Chief Ian Schmutzler and anyone with a National Real Time Crime Center Association email address (*@nrtcca.org) between January 1, 2022 to April 28, 2024.
The specific metadata data points I'm interested in are: to address(es), from address, cc address(es), bcc address(es), sent date/time, received date/time, subject line, and names of all attachments. This request does not seek the contents of the emails themselves, and only the specified email metadata. Please provide me with the records in an Excel format.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The PRA requires that a local agency respond within 10 calendar days from receipt of the request, to notify the requester whether records will be disclosed (CA Gov't Code §7922.535). The City responds as follows: Generally, the City does not have an obligation to provide documents that do not exist or documents that are exempted by statute. The requested information will be only provided to the extent that the information is not exempt from the California Public Records Act pursuant to any of the legal exemptions including, but not limited to, the attorney client communication and work product privilege, preliminary drafts, notes, or inter/intra agency memoranda not normally retained by the agency in the ordinary course of business, security procedures set forth by the local agency, investigatory materials, official information privilege, confidential peace officer records, records pertaining to pending litigation the City of Vacaville, the Vacaville Police Department or any employee is a party, or the deliberative process privilege.
You have requested information which may not be maintained in a public record held by the Police Department. The Department has begun inspecting its records and will provide you with a response indicating whether or not any responsive records exist.
Lastly, please be advised that the City of Vacaville charges $0.25 per page for copies of its records. Given the volume of records requested we will provide you with an estimate of the cost of the copies before we reproduce all of the documents. At that time you may determine if you would like a copy of all or any portion of the documents requested.
