Pursuant to the Vermont Public Records Act, I hereby request the following records:
I am interested in the below-outlined records, for the following government-owned vehicles, listed by license plate number:

For each vehicle, I would like a copy of the following records:
1) The vehicle's registration records, as filed with the DMV.
2) Copies of annual vehicle reports to Buildings and General Services, as required by Section 8A of the Agency of Administration's Bulletin 2.3 "State Vehicles Policy" (http://aoa.vermont.gov/sites/aoa/files/Bulletins/Bulletin%202%203_Final_2-21-2016_effective.pdf), for the above-listed vehicles. As stated in the bulletin, the report(s) should contain the year, make, model, acquisition cost, in-service date, registration information, assignment and location of the vehicle, annual operating/maintenance costs, miles driven, and gallons of fuel used, for each vehicle.
3) The Vehicle Request Justification forms submitted to Fleet Management Services (http://bgs.vermont.gov/sites/bgs/files/documents/FMS%20-%20Vehicle%20Justification%20Form%20141028.pdf) for purchase of the above-mentioned vehicles.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Waters:
Attached, please find the records relative to your email request of July 18, 2018.
Please note the following relative to your third request:
3. The Vehicle Request Justification forms submitted to Fleet Management Services for purchase of the above-mentioned vehicles. The requirement to retain justification for the vehicle selection became effective February 21, 2016 through the update of AoA Bulletin 2.3. Vehicle orders placed prior to this date would not have been required to retain this information. We have provided the justifications for 2 of the 3 vehicles placed into service after 2/21/16 in a single PDF file. The third vehicle placed into service after 2/21/16 was donated to Vermont Attorney General. Since it was not procured by the State of Vermont, a justification form was not required.
