This is a request pursuant to Vermont Public Records Act.

To my knowledge, the VT DoC has a system in place to determine the risk that a given inmate may reoffend after they are released to the community. I am requesting the following records with regards to the risk determination program:
1) Policies, procedures, guidelines, flow charts, rubrics, or other documents that explain how the risk determinations are reached.
2) Any legal analyses or reports regarding risk assessment, including those by your department's general counsel, or the state Attorney General.
3) If software is involved in the risk determination, please include all documentation for the software, as well as any RFP's put out for the software, all responsive bids, and the contract signed with the vendor/winning bidder.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I know you aren't required to answer questions under the public records act, but I wonder if I could ask for a point of clarification. I noticed each of these records pertains to risk assessment with respect to sex offenders, and I realize that the example risk assessment I provided in my request was of a sex offender. However, my intention was to review your department's risk assessment policies for all inmates. Does your department carry out risk assessments for non-sex offenders as well, or is risk assessment only for sex offenders?
