Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

Any data or records sufficient to show every individual hired under the VSP's Accelerated Lateral Entry Program, the date of their hire by VSP, and the department where they transferred from, dating back to the beginning of the program.

Please also provide any analyses or studies conducted by or for VSP regarding the effectiveness or operations of the program.

In the event VSP denies or redacts any information, please provide a detailed legal reasoning for each denial or redaction pursuant to Va. Code Sec. 2.2-3704(B). If some of the requested data points are not available in the requested format or at all, please simply remove them from the request and provide the information that is available.

I make this request as a journalist. Because I, the requestor, am a journalist, and I seek the information in order to disseminate it to the public, and because the information regards the safety, welfare, and legal rights of the general public, I request a fee waiver for this data. It is not for commercial benefit because I am a member of the nonprofit news media whose principal purpose is to access and disseminate information regarding the general public’s safety, welfare, and legal rights. To the extent you intend to assess any charges, please notify me to discuss first.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Can you please provide any further detail on how VSP arrived at this estimate? In AO-01-22, the VA FOI Council encouraged public bodies to provide detailed information regarding the fees that they assess.

We work closely with the Virginia Freedom of Information Advisory Council. All the estimates provided via this portal are based on the hurly rates of those researching and responding to the request.

In regard to time spent by those on the FOIA staff, the lowest hourly rate is used as the default.

In the case of this particular request that calculation is $147.64.
